Tyler Walter brings over 20 years of hands-on construction experience, with a proven track record managing large-scale multifamily developments throughout Arizona. His background spans the full project lifecycle—from early-stage feasibility and preconstruction through project execution and delivery—giving him a rare ability to identify risks early and drive projects forward with confidence.
Tyler has played a key role in the successful delivery of multiple high-profile multifamily projects ranging from $50M to over $120M, including podium, wrap, and garden-style developments. Throughout his career, he has helped deliver more than 4,000 multifamily units across the Southwest. His experience includes managing complex schedules, coordinating large project teams, and maintaining strict control over budgets, all while ensuring projects are executed to the highest standards.
What sets Tyler apart is his ability to bridge the gap between development strategy and field execution. Having worked his way up through the field, he brings a practical, solutions-driven mindset to every project—consistently finding ways to keep jobs on schedule, control costs, and eliminate unnecessary risk before it impacts the deal.

Victor Fowler leads Business Development for Western Builders Alliance, bringing decades of construction expertise and executive leadership to developers, owners, and capital partners. Beginning his career in the trades, Victor developed a comprehensive, ground-up understanding of construction that continues to inform his approach to project execution and development strategy.
In addition to his multifamily development experience, Victor also served as a Superintendent overseeing commercial tenant improvement projects, giving him hands-on experience managing field operations, subcontractor coordination, scheduling, and project execution within occupied and fast-paced commercial environments.
He went on to serve as a Project Manager and Acting Director of Construction, leading the successful delivery of more than 2,000 residential units and a wide range of commercial developments. His experience allows him to bridge the gap between development strategy and field execution, ensuring projects are structured, priced, and delivered with precision.
Victor works alongside developers and investment partners from early-stage underwriting through project delivery, helping evaluate opportunities and mitigate risk before it impacts cost or schedule. Victor’s relationships bring expanded resources, technical expertise, and financial strength to support projects of all scales across Arizona.

Sage Dugas brings a well-rounded construction background and strong field leadership to Western Builders Alliance, with experience spanning hands-on trades through large-scale multifamily project execution. Beginning his career in the trades, roofing, siding, and framing, Sage developed a deep, practical understanding of building systems and jobsite operations. He also earned a Bachelor of Science in Applied Management from Grand Canyon University - Colangelo College of Business, further strengthening his operational and leadership approach within the construction industry.
He advanced into key roles overseeing multifamily construction and leading procurement for a national homebuilder, where he was responsible for subcontractor coordination, material purchasing, and cost control. Sage’s experience in construction procurement, combined with his strong relationships with subcontractors and suppliers, allows him to secure competitive pricing, maintain reliable trade partner performance, and keep projects moving efficiently.
Sage brings a strong foundation in estimating, with the ability to develop accurate, budgets that reflect real-world construction conditions. His understanding of project scope, material costs, and subcontractor pricing enables him to identify cost drivers early and support projects with realistic, well-structured estimates.
